Expression of Interest for the Consultancy Services for Detailed Design, Preparation of Tenders for Works and Supplies, Support to Bids Evaluation, Works Supervision and Miscellaneous Services for Relocation and Modernization of Addis Ababa Abattoirs Enterprise Project. 

AAAE (“The Client”) now wishes to select an International consultancy firm (the “Consultant”) which will be in charge of the detailed design, the preparation of tenders and bids evaluation for works and equipment, works supervision and miscellaneous services related to the AAAE Relocation and modernization Project (“The Services”).

The Consultant, which could be an International Consultancy Firm or a Consortium of International Consultancy Firms and which will necessarily associate with at least two Ethiopian consultancy firms one of them should be certified with Environmental first grade licence at Proposals submission stage. The Consortium of International Consultancy Firms should have some proven capabilities in abattoir design, mechanical, process, civil, industrial engineering, architecture, environment engineering, public procurement according international guidelines (FIDIC) and works supervision on civil work, inspection, installation and commissioning, it is an asset experience in emerging and/or developing countries.

The services are estimated to be provided for a period of 48 months including defect liability period. The Services should include the following missions:

Mission 1 – Preliminary and detailed designs and all necessary engineering studies for the future abattoir (estimated duration: 6 to 8 months).

On the basis of the complementary feasibility study documents, the Consultant will produce some detailed design documents including:

  • Basic, preliminary and detailed design documents to be used in the scope of the procurement process;
  • A detailed estimate of all investment costs including bill of quantities;
  • An Environmental and Social Impact Assessment (ESIA) and an Environmental and Social Management Plan (ESMP);
  • A detailed project implementation schedule.                                                                                                                   

Mission 2 – Preparation of tender documents for works and equipment and bids evaluation (estimated duration: 6 to 9 months).

The Consultant shall provide necessary technical assistance to the Client in all aspects of the procurement process in accordance with the Ethiopian procurement regulations and AFD guidelines:

  • Preparation of Prequalification  and  Request for Proposals (tender dossiers) for each necessary contract package;
  • Answers to requests for clarification and facilitation of the pre-bid meeting, organization of the bid opening, the evaluation of bids, and preparation of bid evaluation report;
  • Contract negotiation and award, preparation and finalization of contracts submission for review by the Client, through to signature of the contracts.

Mission 3 – Works supervision (estimated duration: 18 to 24 months. Mission 3 might partly overlap Mission 2).

In the scope of this mission, the Consultant will be in charge, on behalf of AAAE, of all contractual relations with the various Contractors. The Consultant shall review all technical and contractual documents submitted by the Contractors. The Consultant shall be responsible for all in-site supervisions. The Consultant will also be responsible of the in-site coordination of all Contractors.

The Consultant will be responsible for the preparation and execution of all commissioning procedures.

Mission 4 – Miscellaneous services (estimated duration: from launching of Mission 1 to completion of Mission 3).

All along the project, the Consultant will be reasonably solicited to:

  • Provide the Client with some high quality communication documents;
  • Assist the Client in the execution of some particular administrative procedures (environmental and social impact evaluation, including an evaluation of the carbon footprint of the Project, and implementation of ESMP);
  • Assist the Client in the presentation of the Project to third parties.

The Services will be carried out in close partnership with the Client.

The Client now invites the Consultant to indicate their interest in providing the services according to the above description.

Eligibility criteria to AFD’s financing are specified in sub-clause 1.3 of the "Guidelines for the Procurement of the AFD-Financed Contracts in Foreign Countries", available online on AFD’s website

Expression of Interest (EoI) shall be submitted in English.

Association between no more than maximum three International consultancy firms and two Ethiopian consultancy firm at least (kindly refer to paragraph 5), all able to efficiently coordinate, is not mandatory at EoI level but will be compulsory for Proposals to be accepted, to enhance qualifications.

Interested international consultants must provide information indicating that they are administratively, technically and financially qualified to perform the services (brochures with financial information as turnover over the last five years and historicity for instance, description of similar assignments – which will necessarily integrate for each dates and duration, financing source and a brief description, experience in similar environment (developing or emerging countries), availability of appropriate skills among staff, etc.). The Consultant shall commit to have permanent staff available to carry out the assignment all along the Project.

The Client will prepare short list candidates to be pre-selected on the basis of the Expressions of Interest received, to whom the Client will send a Request for Proposals (RFP). The tentative schedule for transmission of Request of Proposal (RFP) is early October 2018 the latest.
