The United Nations World Food Programme (UNWFP) in Ethiopia is seeking formal Expressions of Interest (EOI) from eligible recruitment agencies that can provide professional expertise to support the WFP Ethiopia Human Resources (HR) Unit in various recruitment processes. The recruitment company must have sound professional work experience in the area of recruitment and related services.


Under the umbrella of the Ethiopia Interim Country Strategic Plan (ISCP) 2019-2020, WFP aims to continue supporting relief and emergency operations to address the immediate short-term needs of refugees, internally displaced persons and other food-insecure and undernourished people while increasing its focus on resilience-building activities. In support of the country office’s operational demands in line with the ISCP, one of the priorities of the HR Unit is to build the talent pipeline by:


  • Strengthening performance, capability and engagement for a high performance
  • Increasing gender balance
  • Strategizing sourcing, automation and proactive talent mapping; and
  • Supporting the organizational readiness to implement the ICSP and subsequent CSP (Country Strategic Plan), including defining organizational structure and conducting a skills gap analysis.


The recruitment and related services are required for the different parts of the country mainly Tigray, Amhara, Oromiya, SNNPR, Gambella, Benshangul, Afar, Somali Regions and Dire Dawa where WFP has its operations.

Description of Requirements


WFP is looking for highly competent recruitment agencies to support its HR Unit in providing high quality recruitment and related services. The broad scope of work will include:


  • E-screening and long-shortlisting of applications for vacancies advertised by WFP
  • Telephonic screening of short-listed candidates, if required
  • Sourcing suitable candidate profiles by means of headhunting, if required
  • Providing synopsis as per WFP template against each long-shortlisted candidate
  • Providing support to HR in preparing interview questions based on specific competencies in VA prior to the interview process
  • Participating in the interview with the primary function to document the interview process as per WFP rules and procedures; and
  • Reference check of selected candidates, if required




List of Attributes Criteria


  • Evaluation of vendors will be on the basis of experience Vendors’ General qualification.
  • The service provider should have specialization and experience (minimum 3 years) in the area of recruitment and related services, preferably with international/multinational organizations.  
  • A team of highly qualified and experienced HR consultants, possessing sound experience in the area with excellent English writing skills.
  • The service provider must be legally registered in Ethiopia.
  • Evidence of good track record in servicing medium to large international/ multinational organizations.
  • Financial soundness of the service provider in order to undertake high profile/value contracts.



Required Documents


Interested applicants must provide the following documents:


  1. Company’s Confirmation in Writing of Interest to Participate in the Prequalification Process.
  2. Filled WFP Registration Form. Please Contact to Obtain Copy of the Form.
  3. Company Profile Indicating Experience on Provision of Similar Services and List of Similar Projects, Organigram and CVs of core staff members.
  4. Valid Business License for the requested services. Please also include the second page of the business license that has the category of service.
  5. Valid License from the Regional Government for service providers operating in the Regions or registered with the Federal Government and also provide the services in other Regions.
  6. Legal/Commercial Registration Certificate from the Relevant Authority.
  7. Tax Registration Certificate.
  8. Memorandum of Understanding/Article of Association (In case of PLC or SC).
  9. Copy of the Last Two Years Audited Account.
  10. Two Reference Letters from Clients.
  11. Other Relevant Supporting Documents, if any.


WFP will evaluate each application on the basis of the company’s demonstrated experience in recruitment services based on the evaluation criteria indicated above.



Method of Submission of Documents


The recruitment companies who  are  interested  to  participate  in the prequalification process should express their interest to UNWFP by e-mail to and the registration form indicated above will be sent to them via the same e-mail address.


Vendors are required to complete the registration form and hand deliver it together with copies of supporting documents indicated above in a sealed envelope marked as below not later than Monday, 31st December 2019 to WFP main office in Addis Ababa.
